This guide helps agencies to refer underage youths who smoke or vape to the Health Promotion Board (HPB) for cessation counselling. The agencies include the Singapore Police Force (SPF), National Environment Agency (NEA) and Singapore Customs.

How to Submit a Referral

To refer a case, fill in the online form.

You’ll need to include these details:

• The person’s full name
• NRIC or FIN
• Date of birth
• Contact information
• Agency name and contact officer
